The Lebanese government will be giving US cloud giant, Oracle, a foundational role in building the country’s cloud infrastructure, potentially enabling further Israeli intelligence penetration, given Oracle’s leaders are some of Israel’s most powerful – and publicly committed – supporters in Silicon Valley. The Lebanese government, however, is disregarding the close Larry Ellison Israel relationship, trading intelligence for foreign penetration.
In a country that has suffered for decades due to its neighboring state, Israel, Oracle co-founder Larry Ellison’s company will build the landscape through Memorandum of Understanding (MoU) with the Ministry of State for Technology and Artificial Intelligence.
Lebanon has been facing an economic collapse since late 2019. Now, the government wants to partner with Oracle to train civil servants and students in cloud computing, AI, and machine learning. The country seeks transformation amid collapse.
Tens of thousands will gain skills in modern digital tools, data systems, and emerging technologies to boost efficiency and align with global standards.
Given that the program is a grant with no direct cost, such Oracle government contracts offer external expertise while domestic institutions suffer from emigration, underfunding, and institutional erosion, with hope for the economy to better itself. Yet, the promise clashes with reality, low salaries, electricity shortages, poor internet, and outdated equipment which are mainly the struggles in administrations.
Oracle Co-Founders’ Love for Israel
Oracle’s executive leadership, co-founder Larry Ellison and CEO Safra Catz – born in Holon, Israel before moving to Brookline, Massachusetts in the US, at the age of six – both have very personal ties to occupying state of Israel.
Ellison, a longtime friend and one of the biggest donors to Prime Minister Benjamin Netanyahu and the Israeli military. Catz has always voiced Oracle’s “unequivocal” commitment to Israel, going as far as to say it’s “second to none.”
Oracles executive leads’ commitment to Israel, logically, should collide with the Lebanese government’s project to allow the cloud giant – and its politically charged leadership – in control of data mining, protection, and collection systems that will form Lebanon’s AI sector backbone.
The Lebanese government wants to turn a civilian data center on its domestic soil into a de-facto forward operating base for Israeli intelligence.
Oracle’s massive data infrastructure in Lebanon could support the cloud giant’s existing massive data infrastructure in Israel to achieve a level of data control – and social infiltration – that military action could not.
Israeli Interference and Infiltration
Oracle and Israel have a long-lasting relationship due to the strategic investments, cloud infrastructure. The Larry Ellison Netanyahu relationship is on another level.
Then why Lebanon, Ellison? Perhaps more infiltrations?
In 2023, when the Israeli attacks began on Lebanon which led to one of the most damaging wars to happen to in the country, Lebanon’s telecom infrastructure vulnerabilities were laid bare after years of cyberattacks and infiltrations, largely attributed to Israel. Analysts say Israeli access to Lebanese communications enabled localized warnings, real-time monitoring of citizens, and targeted assassinations over the past two years and continuing.

Infiltration and interference go beyond Lebanon, and for obvious reasons, it’s about controlling the online narrative and accessing literally everything in the country. The Oracle political contributions begin here.
Back in September 2025, TikTok’s impending sale to a group of US investors led by Oracle was intended to ease concerns over foreign influence on the popular social media platform. However, statements in Israeli media by company executives, including Executive Vice Board Chair and former CEO Safra Catz, state that the company’s “unequivocal” commitment to Israel and its willingness to suppress internal criticism.
These remarks raise questions about how Oracle Israel investment may exercise its future ownership role at TikTok, a platform widely used by young adults who are often critical of US support for Israel’s war in Gaza and Israel’s killing of Palestinian civilians, which a UN commission coined as “genocide.”

Does Oracle Support Israel No Matter What?
The Larry Ellison Israel strong relationship creates a global footprint that cannot be separated from its role within state security and intelligence environments.
The cloud giant manages sensitive data at scale, embedding its systems inside defense ministries, intelligence agencies, and security-aligned institutions across the US, Israel, and allied countries. The expansion relied less on different projects than on deep, long-term integration, where technical dependence and politics come together.
As shown in Israel, where the Larry Ellison Israel relationship took over Oracle and has operated for decades and maintains a substantial presence.
The databases and enterprise systems are used across governmental ministries, security agencies, and military bodies, including air force operations. Oracle’s cloud infrastructure in Israel includes underground facilities designed to host high-sensitivity military and intelligence workloads.

These realities form the backdrop to Lebanon’s agreement with Oracle, even though a separation is being done. The issue is not whether the training program involves Larry Ellison Israel love or Israeli entities or immediate data access, but how digital systems evolve once skills, standards, and architectures begin aligning with a company deeply embedded in US and Israeli security infrastructures.
Responding to criticism, Minister of State for Technology and Artificial Intelligence Kamal Shehadi said the agreement “does not in any way include a data exchange or access to any information from the Lebanese public sector” and is “strictly limited” to training. He added it does not violate Lebanon’s Israel boycott law because it was signed with the “American” parent company.
That context extends to Oracle’s leadership and Oracle political donations.
