On July 20, Netherlands and EU moved toward software defined defense, linking military facilities and Ukraine’s battlefield systems through digital networks to speed deployment across Europe while raising concerns over cyberattacks and escalation within NATO.
For decades, European militaries lived by the rule that nothing goes into service until it has survived years of testing. But now, it seems that these very same military bodies are willing to break their one and only rule and set it aside.
The European Union (EU) and several NATO members – with the number increasing – are racing to field software defined defense before it’s been through exhaustive venting that once took years. The EU, and NATO, are wagering that the pace of the Ukrainian war is leaving them no choice but to drop their vigorous testing rule.
The shift is not a mere change of sentiment in a decade long rule, but could become the formal policy in Brussels and, in the Netherlands, now backed by a nine-figure contract with a four-year-old startup.
The initiatives change European planning, as EU and NATO governments no longer see military software as an extra added cost that typically follows weapons’ purchase. They are connecting technology, funding, and battlefield users from the start.
Europe Builds a Faster Defense Model
On July 15, the European Parliament and the Council of the EU struck a political agreement on AGILE, a $131.5 million (€115 million) program built to move defense technology from prototype to front line in weeks rather than year and will go into effect as early as 2027.
The $130 million program will provide quick financial support to small and medium-size enterprises (SME) in defense sectors, and will supporting AI, drones, robotics, quantum systems and cybersecurity, it places software defined defense at the center of efforts to connect Ukraine with Europe’s defense industry.
The Commission says Ukraine’s war shows that advantage now depends on deploying tools within weeks or months. The AGILE program, that accelerates the development and deployment of new defense solutions, could cover all startup costs, while decisions on defense software grants may come within four months.
Ukraine will join without a fee. Through the Rapid AGILE-to-ZSU Onboarding Mechanism, or RAZOM, funded technologies could reach Ukrainian forces immediately, supported by the EU’s $68.6 billion (€60 billion) loan and wider EU defense spending plans.
The Netherlands is applying the same logic through a three-year, $34.3 million (€30 million) agreement with Intelic. The company will build military drone software architecture connecting Dutch aerial and ground systems within one network.
At its center is NEXUS, Intelic’s command-and-control platform. It lets drones from different companies exchange mission data, showing how software for military operations can reduce separate ground stations.
“Ukraine teaches us that not only the hardware, but also the software is of great importance,” said Derk Boswijk, Dutch Minister for Arms Procurement and Personnel. “Making different drone systems work together makes the fight easier.”
NEXUS has been used by Ukrainian forces since 2025. Its battlefield record provides a tested base for military software development under electronic warfare pressure.
Connected Drone Networks Create Shared Risks
The promise of a software defined defense is speed, but that speed may create a single point of failure. When drones and sensors rely on the same defense software, a cyberattack, faulty update or corrupted data feed could affect several systems at once.
The danger increases when military drone software tested during war is quickly linked to NATO networks. Tools built for immediate battlefield needs may not receive the longer security checks required for multinational operations.
Automation adds another concern. As military drone autonomy software helps machines share targets, change routes and react faster. Commanders may have less time to review decisions. A false signal could spread across units and cause an unintended response.
“Europe now has more than 700 drone manufacturers, and that number continues to grow,” said Intelic CEO Maurits Korthals Altes.
“For defense organizations, the challenge is no longer access to technology, but ensuring those technologies can operate together.”
Fast integration must still include cybersecurity, human control and limits on automated action, especially when military drone software connects weapons across national forces.
Europe’s shift toward software defined defense could shorten procurement and improve coordination. Yet one weakness in a shared digital layer could spread across many platforms, making careful testing essential before new tools enter NATO networks.
By building around Ukraine’s battlefield experience, Europe is creating a faster model of software defined defense. Its success depends on how quickly technology reaches soldiers and whether it remains secure, controlled, and accountable.
