New US Tech Sanctions Impact Russia, Allies Alike

On Thursday September 12, new US sanctions on Russia targeting any IT support to Russia came into force, following its announcement back in June at the G7 summit in Italy. 

The latest US sanctions on Russia limits the provision of any IT services and aid to “any person in the Russian Federation,” as well any trade with Russia.  

Are Sanctions Having Any Effect on Russia? 

This is not the first time that he sanctions by the US technology export restrictions on Russia. Although past sanctions were not able to limit goods from reaching to Russia, the main goal here at the moment is to make it more difficult for Russia to source IT consultancy and more on the pricey side to be able to acquire.  

When it comes to the US sanctions on Russia IT services, the US Department of Treasury stated in June 12,2024, that that their main aim is to “restrict the ability of [the] Russian military-industrial base to take advantage of certain US software and [IT] services,” and “disrupt the Russian military-industrial base’s reliance on foreign IT [systems].” 

The new US sanctions on Russia will also target companies that are in support of the war Russia has begun in Ukraine. As the new US Russia sanctions take place new ones are being added in order to avoid any aid to Russia that would go towards procuring war material. 

“Target more than 300 individuals and entities both in Russia and outside its borders – including in Asia, the Middle East, Europe, Africa, Central Asia, and the Caribbean – whose products and services enable Russia to sustain its war effort and evade sanctions,” according to the US Treasury. 

The new US sanctions on Russia, which the Department of Treasury announced, banning American firms from the export of essential IT services to Russia. These include a list of various technology services, such as IT consultancy, IT support, and cloud-based services for enterprise management software and design and manufacturing software, among others.  

This restriction applies to any individual or entity who may happen to be within the Russian Federation and is part of a wider campaign to heighten up economic pressure on Russia over deteriorating geopolitical relations.  

The new prohibition includes a prohibition against US companies providing IT consultancy, cloud services, or technical support to Russian companies and extends the reach of sanctions further to deny Russia access to essential technology infrastructure. 

The sanctions include measures against foreign financial institutions engaging in business with nearly any type of sanctioned Russian entity. The Treasury has warned such institutions that it may impose harsh action against them if they continue providing services that evade the existing restrictions.  

Sanctions effect on Russia and China 

Are sanctions having any effect on Russia, yes, and they are also having an effect on China. The story began with the Responsible AI in the Military Domain (REAIM) summit in Seoul on Tuesday September 10 of this year, mainly targeting China in AI military.   

All US sanctions on Russia are not only targeting Russia but targeting the mainly ally, China. The fear that the Americans are going through to be able to find out how far China has developed itself in AI military is eating them alive. This is why the US has beat itself around the bush in various ways to restrict any country related to China. The refusal of China to sign at REAIM, is worrying the world and by the world, one means the country that rules the world the US and its favorite child Israel.
