China Aims for Leadership in Global AI Standards and Computing Power
On Wednesday, China unveiled a three-year plan to set national AI action plan standards, push computing power, and fortify its global tech influence.
The initiative focuses on developing standards in frontier technologies such as AI chips, quantum applications, brain-computer interfaces, and computing infrastructure.
China is pouring everything into the race for AI supremacy and said it would create regulations around the ethics, security, and privacy of AI models, with big models and generative AI receiving greater attention, according to the Central Cyberspace Affairs Commission.
Setting Standards in Frontier Technologies
The AI action plan indicates a commitment to conducting research and establishing global benchmarks for new and emerging technologies. In this respect, the country will create consistent, robust standards for advanced chip technology, brain-computer interfaces, and AI-powered infrastructure.
These views, therefore, suggest that China AI race aspires to surmount some of the key technical and organizational issues that hinder progress in the development of AI and other technologies related to it.

It also speaks to China’s ambition to raise its international profile in tech, especially in global organizations involved in China US AI race and computing. China has achieved quite substantial feats in AI-so far most notably in facial recognition and machine learning-but it has historically fallen back when earning equivalent recognition in the global regulatory and standards-setting landscape.
The Central Cyberspace Affairs Commission underlined that in addition to the above, this action plan will also include measures to raise China’s presence in international tech forums, foster international cooperation, and ensure high-quality contribution standards relating to AI action plan and computing on the world stage.
“Implementation is not effective enough, the tendency to prioritize development over application is still pronounced, while global influence is insufficient and more efforts are needed to enhance expertise, participation and high-quality contribution,” the commission said.
This will make China a more influential player in the global technology arena, pushing standards that favor the needs of its growing tech sector. As China’s AI action plan accelerates this process in setting standards and building its plan to overcome that of the US AI action plan framework, so the influence is likely to increase.
