On August 8, the Pentagon’s Office of Strategic Capital announced a $400 million conditional loan commitment to Australian Sunrise Energy Metals, to build what could become the world’s first primary scandium mine, with Washington moving to secure Australia rare earth supply chain for critical minerals currently dominated by China.
The conditional Pentagon loan to Sunrise Energy Metals would support the Syerston Scandium Project near Fifield, New South Wales, roughly 450 kilometers west of Sydney, which the company says holds one of the world’s largest and highest scandium resources.
The commitment was revealed at a mining roundtable in Washington, attended by President Donald Trump and mining executives, according to Sunrise Energy Metals and Department of War (formerly Department of Defense).
The Australia rare earth investment links mining, defense manufacturing and next-generation communications as Washington accelerates efforts to reduce strategic exposure to Chinese controlled materials.
Washington Targets Scandium Supply
Scandium strengthens aluminum while preserving flexibility and resistance to heat and corrosion, qualities valuable in aircraft, defense systems, and data centers. It also has 5G and 6G telecommunications applications to connect the project directly to digital infrastructure.
The Pentagon said the project would “ensure Western alignment from mine to finished product,” connecting upstream extraction with downstream industrial demand.
China accounts for almost 80% of global scandium mining output and close to 100% of processing capacity, prompting Washington to cite Beijing’s concentration as a national security risk after Beijing tightened its grip on rare-earth export controls back in 2025.
For Washington, Australia rare earth minerals provide an allied source as China continues to dominate scandium supply and processing. Beijing restricted scandium exports for defense products last year, intensifying US efforts to finance alternative suppliers.
New South Wales holds some of the world’s highest scandium concentrations, making Australian resources increasingly relevant to US industrial policy. Sunrise has an agreement with Lockheed Martin for 25% of the mine’s scandium output during its first five years, linking production to defense demand.
The project also puts Australia rare earth development into a wider contest over minerals needed for military equipment, aircraft, data centers and communications infrastructure. Scandium is commonly produced as a byproduct, making a dedicated primary mine significant for buyers seeking predictable supply.
Sunrise has described Syerston as “a cornerstone of Western scandium supply,” underscoring the geopolitical role expected from the New South Wales development.
The Australian underground mines loan is conditional, structured as a long-term debt with a 25-year tenor to be drawn down in phases against project milestones. The loan also remains subject to standard financial, legal, and technical requirements before closing, according to the Office of Strategic Capital.
Australia and US Minerals Cooperation Deepens
The Syerston financing follows the critical minerals framework signed by US President Donald Trump and Australian Prime Minister Anthony Albanese in October 2025, under which both governments pledged major investment in strategic projects.
The agreement has moved critical Australia rare earth minerals projects closer to national security policy. At a March 2026 ministerial in Tokyo, both countries said they had taken measures to provide at least $1 billion each in financing to key projects within six months.
The cooperation is designed to reinforce the critical minerals supply chain supporting defense, manufacturing and energy industries. Australia and the US also created a Critical Minerals Supply Security Response Group to examine vulnerabilities and coordinate faster delivery of processed materials.
Government backed financing has increased the strategic value of Australian resources as Washington seeks stable allied production.
Australia said supported critical minerals supply chain projects under the framework total $1.4 billion domestically and $2.2 billion from the US across rare earths, gallium, nickel and other critical materials.
The emerging US critical minerals supply chain strategy extends beyond domestic mining, combining allied extraction, processing, regulation and investment. The approach reflects concern that mineral control can influence defense production and advanced technology markets during trade disputes or geopolitical confrontation.
For Canberra, Australian rare earth minerals offer leverage in a market where supply security carries growing economic and strategic value. The framework includes cooperation on resource mapping, permitting mineral recovery from waste streams, alongside measures addressing nonmarket practices.
At the same time, Australia rare earth minerals are becoming more closely tied to technology policy as inputs feed telecommunications, aerospace, energy systems and electronics. Syerston shows how a single mine can connect mining policy, national security and digital infrastructure.
The latest investment strengthens allied mineral supply by giving US defense buyers another source of scandium. It signals Washington’s willingness to use public financing to move strategic projects from resource potential toward production.
As competition over strategic materials intensifies, Australian resources are likely to remain central to Canberra Washington planning.
The Syerston commitment shows how Australia rare earth development is moving closer to defense policy, industrial security and technologies both countries consider essential.
