DOGE USAID Dismantle Cripples Ukraine’s Cyber Defense Against Russia

Musk’s DOGE has already initiated its plan to dismantle USAID by freezing projects like the $3 million Starlink initiative providing satellite internet to Ukraine during its war with Russia, which could severely hinder any Ukraine cyber defense in the future.  

Backed by the Trump administration, the decision will effectively stop any cybersecurity efforts and international aid to Ukraine.  

USAID’s Cybersecurity for Critical Infrastructure in Ukraine Activity was the main pillar securing diplomatic communications but is now on hold.  

In parallel, and despite USAID’s $1 million investment in Starlink for global connectivity, Musk’s push to shut down the agency jeopardizes ongoing humanitarian and security efforts.  

US Ukraine Cyber Defense Strategy 

The USAID Cybersecurity for Critical Infrastructure in Ukraine Activity was contracted to DAI, Maryland-based government services provider. The cyber security in Ukraine project was initially created to protect and secure the Ukrainian Ministry of Foreign Affair’s diplomatic communications networks that maintain the international relations during the war.  

Therefore, the project was designed to protect government activities, diplomacy amidst the cyber warfare in Russia Ukraine war. 

USAID Ukraine Mission Director, Julie Koenen, reaffirmed USAID’s commitment to supporting key government operations. But, since January 17, the project’s social media activity abruptly stopped, with no further participation details. 

Neither USAID nor DAI issued an official statement to address the halting of USAID funding to Ukraine. 

Ukraine Cyber Alliance with US 

According to Victor Zhora, former deputy head of Ukraine’s State Service for Special Communications and Information Protection (SSSCIP), the funding halt raises questions, especially over the negative impact it could cause on Ukraine cyber defense capabilities.  

“Continuing this project is essential, especially during the ongoing conflict,” Zhora said. “It has contributed to strengthening cybersecurity education and community capacity in Ukraine.” 

The effort put by USAID over Ukraine cyber security strategy, have included vital tools. For example, there were over 5,000 Starlink devices to support communication systems during the war, therefore, Trump’s administration final decision is very critical in several aspects.  

Some of the affected aspects can lead to financial difficulties for contactors, according to USAID sources, if the freeze lasts for three months, there will be cash flow problems.  

Oleh Derevianko, founder of the Ukrainian cybersecurity firm Information Systems Security Partners, and part of several USAID projects, highlighted the need of continued AID for many reasons and one of them is the Ukraine cyber defense even if it was minimal.  

“While it wasn’t always consistent, USAID’s support was better than none,” Derevianko noted.  

As the cyber warfare in Russia Ukraine war continues, cybersecurity remains a priority. However, the future of the vital cybersecurity projects remains uncertain. Therefore, cybersecurity experts along with Ukrainian figures urge for continued support to make sure the infrastructure of Ukraine stays protected amid cyberthreats.
